The 1st National Energy Master-plan seminar

On the afternoon of August 28th, 2020, the Ministry of Industry and Trade held the 1st seminar “National Energy Master-plan for the period of 2021-2030 with prospects up to 2050”.

The seminar was attended by the high-ranking officers from the ministries, branches and subsidiaries of the Ministry of Industry and Trade, local governments, groups, corporations, associations, universities, institutes, international organizations and press agencies.

At the seminar, Deputy Minister of Industry and Trade Dang Hoang An said that during the preparation of the Master-plan, the Ministry reviewed, synthesized and reported  the Government the preparatory work and selection of consultants. Up to now, the consultants have completed the first 5 chapters of this Master-plan. The Master-plan is expected to consist of 14 chapters, which are divided into 4 parts. In details, part 1 refers to the national energy situation and Master-plan implementation results; part 2 mentions the situation and forecasts of socio-economic development and development orientations of energy subsectors; part 3 describes the scenarios of development of  energy infrastructure for the period of 2021-2030 with prospects up to 2050; part 4 details the policies, solutions and organization of implementation of the Energy Master-plan.

The Ministry of Industry and Trade believes that the context of preparing this version of the National Energy Master-plan is much different from the previous ones. The Master-plan sets out new requirements for solving the issue of harmonious development of energy sub-sectors in the economy; this is a more dynamic and open master-plan, creating favorable conditions for State management activities in the energy sector. At the same time, the National Energy Master-plan relates to many plannings under preparation, like  Socio-economic development planning, transportation planning, urban space planning, industrial development planning, etc. In practice, how to synchronize these plannings is a big challenge.

As for Vinacomin Industry Investment Consulting Joint Stock Company (VIMCC) side, Mr. Nguyen Viet Cuong, Deputy Director and his research team attended the seminar and made a report on ”Situation and orientations of developing Vietnam’s coal industry ”. This task was assigned by the Vietnam National Coal – Mineral Industries Holding Corporation Limited VIMCC right after receiving the Prime Minister’s instructions. Being well aware that this task is extremely important to the national energy development in general and Vietnam National Coal – Mineral Industries Holding Corporation Limited in particular, under the directions of the Executive Board of VIMCC, all the participants made every effort to complete successfully the assigned task.  

The contents presented at the seminar include the situation of Vietnam’s coal industry; implementation of the coal industry planning; sectorial and regional links of  the coal industry; situation of coal use; potentiality and capacity of coal mining and supply, and orientation of coal production development.

According to the  progress schedule of preparing the National Energy Master-plan  for the period of 2021-2030 with prospects up  to 2050,  within September 2020, the Ministry of Industry and Trade shall further complete the chapters 6~11 covering the overall energy development scenario, sub-sectors development planning scenario, and  investment capital demand. In addition, within October 2020, the Ministry shall complete the last three chapters 12~14 detailing the environmental protection and sustainable development mechanism, solutions and implementation organization, and conclusions and recommendations.
