Conference to appraise the technical design of the project of exploiting and processing iron ore at Thach Khe quarry, Ha Tinh

On the afternoon of March 18, 2016, the 3rd appraisal conference on the technical design of the project for exploiting and processing iron ore at Thach Khe quarry, Ha Tinh worked out by the consortium contractor of Vinacomin Industry Investment Consulting Joint Stock Company (VIMCC)

The Appraisal Council consisted of 25 members. Among them, the chairman was Deputy Minister of Industry and Trade Cao Quoc Hung; the deputy chairman was Mr. Truong Thanh Hoai – Head of Heavy Industry Department; the secretary was Mr. Thai Van Can – Main specialist. Apart from the council’s members, the conference was also attended by leaders of Vietnam National Coal-Mineral Industries Holding Corporation Limited (Vinacomin), Thach Khe Iron Ore joint Stock Company (TIC), CBM foreign consultant and VIMCC – VIMLUKI – VIOGEM consortium contractor.

Deputy Minister of Industry and Trade Cao Quoc Hung presided over the conference.

The VIMCC’s representatives included Mr. Do Hong Nguyen – Director, Mr. Le Viet Phuong – Deputy Director, Mr. Le Duc Phuong – Project Manager and related staff.

After the representative of CBM foreign consultant (Katrin, DSc) presented the appraisal results of mine geology, drainage and environmental protection parts, TIC’s General Director Nguyen Quoc Hung represented the owner and consortium contractor to explain appraisal ideas. Next, Deputy Head of Heavy Industry Department Nguyen Van Thanh presented the draft report on appraisal results of the whole technical design of the project; the council’s members contributed their ideas to the draft report.

In general, the council’s members highly consented to the explanation results of the consortium contractor and TIC and said that Thach Khe iron ore quarry had very complex mining conditions but it could be mined by the present and near-future technological level. Therefore, it was necessary to promptly complete procedures to put the mine into mining soon, contributing to the economic growth of the country in general and Ha Tinh province in particular. 

Mr. Cao Quoc Hung gave his conclusions as follows:

Firstly, the technical design of the adjusted project for exploiting and processing iron ore at Thach Khe quarry, Ha Tinh submitted by TIC to the Ministry of Industry and Trade for his appraisal was qualified to be submitted to the competent authorities for their approval.

Secondly, the Ministry of Industry and Trade was kindly requested to instruct the owner to follow the requirements below:

- Promptly approving the technical design and submit the approved technical design documents to the Ministry of Industry and Trade for the purposes of management as regulated by the Construction Law.

- Developing the Thach Khe iron ore project quickly according to the Official Letter No. 4737/VPCP-KTN by the Government Office with regard to speeding up the progress of the Thach Khe iron ore project, Ha Tinh dated June 23, 2015.

- Supplementing and updating hydro-geological and engineering geological documents during the exploitation; carrying out intensive karst studies to have appropriate implementation solutions meeting the safety requirements; continuing to study measures of responding to extreme factors such as climate change, tsunami, earthquake,  problems caused by dike rupture, dam rupture and slope collapse, exhaustion of underground and cultivation water of neighboring areas, reasonable mining and dumping order, etc. 

- Complying strictly with environmental protection measures according to the Decision No. 1753/QD-BTNMT by the Ministry of Natural Resources and Environment with regard to approving the EIA report and environmental rehabilitation project dated September 23, 2013.

- Studying the formation and application of 3D geological models ensuring the visuality in order to serve the production management work.

- Employing a competent agency able to appraise the technical design for the sea-encroachment dyke line and follow the legal building regulations to assure quality during the appraisal (because it has specific characteristics); reporting the implementation results to the Ministry of Industry and Trade.
